Purpose: The D&L Reynolds Foundation was established in 2023 to further promote and encourage Person County high school students to pursue post-secondary education in electrical, mechanical and automotive skilled trades, nursing, or related health care fields, at any number of schools, or religious studies and ministerial training at Liberty University.

Award: This scholarship fund is an annually funded scholarship program by the donors, consisting of five(5) unique scholarships, with this initial agreement to cover a 5-year time period, starting with the 2023 graduating class and continuing through the 2027 graduating class. Assuming qualified applicants, five (5) awards, each of $2,000, will be given each year. Each award is non-renewable.

Criteria: This scholarship fund is established to encourage a graduate of Person County to pursue a course of post-secondary study in the skilled trades, at a trade school, community college, private or public college or university. Specifically, one (1) award will be designated for students interested in industry-recognized certification in the broad field of electrical trades, including electrician as well as other occupations in electrical systems technology. One (1) award will be designated for students interested in industry-recognized certification in the broad field of mechanical trades, including heating, ventilating and air conditioning, or other occupations in mechanical systems technology. One (1) award will be designated for students interested in industry-recognized certification in automotive systems technology of all types of gasoline, diesel or battery-operated vehicles.
Further, one (1) award will be designated for students interested in pursuing a course of study in nursing or related health care fields, at a community college, private or public college or university.
Last, one (1) award will be designated for students interested in pursuing a career in religious studies and ministerial training, at the John W. Rawlings School of Divinity at Liberty University.

All applicants should exhibit:

  1. U.S. citizenship.
  2. A resident of Person County, NC, for 12 months prior to the date of the scholarship application.
  3. Graduation from Person High School, Roxboro Community School, or NC Free Public Residential High School. Additionally, those completing the NC General Education Development (GED) through Piedmont Community College within the last 12 months prior to the scholarship application date, are also eligible to apply.

Considerations: Financial need, academic record, and 2 letters of recommendation.

Procedures: The PCEF Executive Director will make the application accessible to all appropriate graduating seniors with the assistance of the schools’ Guidance/Academic Counselor Department. All applicants must submit a completed PCEF Scholarship Application, applicant photo, at least two (2) letters of recommendations from teachers, counselors, advisors, coaches, employers or non-family adults. A resume is optional.

Awarding of Scholarship: At the school’s Senior Awards program, a PCEF representative, along with donors, or his/her designee, if desired, will present the award to the recipient, according to program procedures. An annual press release featuring the award will be in the local newspaper, and on PCEF social media platforms.

Agreements Between Parties:
  1. The agreement shall be in effect beginning with the 2022-2023 school year.
  2. The amount of each scholarship award is set at $2,000.
  3. If no suitable recipient is determined from any current year pool of applicants, the donors reserve the right to use the monies to award additional scholarships in one of the other D&L Reynolds Foundation scholarships awarded by PCEF.
